What the model assumes about Norway

Every number the model starts from in Norway: state pension, healthcare, long-term care, household budgets and tax, each with the publication it came from.

Engine 0.29.0Reviewed

This page collects every Norway-specific number the model starts from: when the state pension begins and how it behaves, what healthcare and long-term care cost, what a retired household spends, and how tax is worked out. The planner prefills each of them, and you can change any of them during setup. Amounts are in NOK at today's prices, and the same data files drive the simulation itself, so a figure you read here is the figure your plan runs on.

The state pension

Starts at 68. The planner uses this both as your default retirement age and as the start age of your state pension.

With inflation, plus 0.3 points a year. Pensions in payment are adjusted each year by the average of wage growth and price inflation, so they grow a little faster than prices whenever wages outpace inflation. Until 2021 the rule was wage growth minus 0.75 percentage points.

What a surviving partner keeps: nothing passes on. For people reaching pension age from now on, the Norwegian state pension pays nothing extra when a spouse dies. The deceased's pension stops and the survivor keeps only their own.

Healthcare

NOK 18,653 a year for each person, at 65. Health spending outside long-term care: visits, medicines, glasses, dental work and any premiums you pay yourself. The planner starts from this figure and moves it as you age. The source published NOK 11,694. The published figure averages all adult ages, so we scaled it up to what someone at 65 spends.

Long-term care

NOK 285,918 a year out of your own pocket if you need residential care. The state funds the care. You pay a capped fee plus your room and meals.

The model does not add the whole charge on top of your budget: the groceries, and for renters the housing, that a care home replaces are credited back. How the care model works.

What a retired household spends

NOK 13,524 + NOK 1,080/mo for one person, NOK 20,983 + NOK 2,160/mo for a couple. Essential spending plus everything-else spending, each month, excluding housing and healthcare, which the planner asks about separately. The prefills come from SIFO Referansebudsjett 2026 (OsloMet, prices Feb 2026, 70+ rows), plus SSB Forbruksundersokelsen 2022 (StatBank 14227 single 65+, 14152 couple) for utilities, housing and healthcare.

Tax

The model recalculates your tax bill for every simulated year, using Norway's own scales, allowances and thresholds for the 2026 tax year, last read on 2026-07-29. The answers are checked against their calculator.

How Norway taxes a retirement plan lists every figure, the tax office page each one came from, and everything the model does not do there.
